S Wing is one of the most tightly controlled areas inside Rockville Penitentiary. While much of the prison is focused on housing and routine inmate life, S Wing serves two very different purposes: discipline and rehabilitation. The contrast between its upper and lower levels reflects two opposing philosophies—accountability and reform.
The Hole
Known simply as "The Hole" by both inmates and staff, this section consists of a narrow corridor lined with reinforced steel doors leading to single-occupancy disciplinary cells.
The atmosphere is intentionally austere. Fluorescent lights remain dimmed, conversations echo down the concrete hallway, and every movement is monitored from a secure control station. The cells contain only the essentials: a steel bunk, a combination sink and toilet, and a small writing shelf. Meals are delivered through secure food ports in each door, and inmates spend the majority of the day separated from the general population.
Placement in The Hole is reserved for inmates who commit serious institutional violations such as assaults, possession of contraband, repeated refusal to follow lawful orders, or behavior that threatens the safety and security of the institution. Lengths of stay vary depending on the severity of the infraction and the outcome of disciplinary hearings.
Although conditions are restrictive, inmates continue to receive regular medical care, mental health evaluations, legal access, and opportunities for limited recreation in accordance with institutional policy.
Among inmates, a transfer to The Hole carries a reputation as the prison's most dreaded disciplinary consequence.
Rehabilitation Floor
Above the disciplinary unit is S Wing's Rehabilitation Floor, where inmates participate in structured programs designed to prepare them for safer and more productive lives after incarceration.
